Implement bank account and credit card sync via Plaid #14
Description
Build backend integration to fetch and sync checking, savings, and credit card accounts via Plaid Transactions API.
Scope
- Fetch account list and balances (depository + credit)
- Sync transactions with pagination
- Map to existing account/transaction data model
- Handle token refresh and reconnection on expired access tokens

Notes
- Bank and credit card both use Plaid Transactions API — single implementation covers both
- Rate limits and sync frequency should be configurable in settings
