Use custom `filepath.Abs` implementation (#2100)

The stdlib one surprisingly showed up in the pprof CPU flamegraph, if only
a little. Not sure why the getcwd syscalls needed for that would consume
anything noticeable in terms of CPU, but it certainly feels like wasted
effort when it always comes back with the same working directory. This is
only noticeable in linting, as we pass an `abs` attribute into the Regal
context provided to policies.. and I suppose now with ~360 files to lint,
it amounts to.. some work.

Various completion provider improvements (#2057)

Fixing some things I've noticed while working on policies recently.

- Have common rule name provider provide suggestions for default rules
- Have input.json completion provider provide suggestion for imports
- Have boolean value completion provider provide suggestions in many
  more locations
- Add inline docs to import provider
- Add label details to built-in function completion provider
- Move cheap check above expensive in package completion provider
- Use `_rules` in ast.rego to allow LSP callers with different input schema
- Some small doc fixes

Move `chained-rule-body` to `custom` category (#1812)

As this is effectively covered by the `opa-fmt` rule already,
there's little point in having this enabled by default. For that
reason moving this to the `custom` category.
