fix: use ref_name instead of ref in release checkout to fix tag fetch…

… failure

actions/checkout@v4 constructs a wildcard refspec from the ref value,
which fails on protocol v2 shallow fetch with full tag refs. Using
ref_name (short name) resolves the issue.
