chore(release): stop using the changelog - #58

Delete CHANGELOG.md and remove the release script's changelog parsing. The release still creates the version tag, images and GitHub Release, with an empty body. Remove the changelog step and the same-version section from the release guide, and drop the changelog rule from the repository guidelines. Co-Authored-By: Claude Code <noreply@anthropic.com>
