Adding an option to align MySQL DateTime values to CH DateTime64 limits.

Example

python db_compare/mysql_table_checksum.py --mysql_host host --mysql_database db --tables_regex ^table$ --max_datetime_value "2283-11-11 23:59:59.999999"
2023-12-12 23:36:39,116 - INFO - ThreadPoolExecutor-0_0 - Checksum for table db.table = f28b3801f9b11184ac45162f98e9dd08 count 681
