Deleting toolchain.toml, which is checked in, made our version output look like this:

wild --version --verbose
linker: wild
version: 0.11.0
commit-hash: unknown
commit-date: unknown
has-tag: false
modified: false
features: fork, plugins, wasm, zstd

So now we don't delete it and instead make use of it. This also ensures that we build with a known rustc version, rather than whatever happens to be stable at the time of the release.

We also now remap paths to something more predictable. e.g. '/cargo' instead of '/home/runner/.cargo'.
