Paying customers should not see donation prompts, while free users should still be able to donate when paid plans are enabled. Both header donation links now follow current paid access from billing grants, independently of the billing-enabled flag.
Active subscriptions (including canceled subscriptions through their paid-through date), passes and conference purchases hide the links. Signed-out visitors and accounts without current paid access retain them. Links stay hidden until billing resolves and update when checkout changes access.
Validation: rebuilt UI assets; 14 focused UI tests passed, including delayed billing, billing enabled/disabled, subscriptions, passes, conference purchases, expired/revoked access and billing update events. Test-file ESLint and diff checks passed.
