Fix reliability bugs found in full code audit; polish UI text
Correctness fixes:
- WuAgent: track install/uninstall kind independently of mCurOperation
to avoid a NullReferenceException when canceling a WUA install/uninstall
- WuAgent: fix inverted download-failure filter that could report a
batch as fully downloaded despite failed files
- UpdateDownloader: mark a task as Failed when HttpTask.Start() itself
fails, so it's no longer silently counted as downloaded
- UpdateInstaller: track and kill the running installer process on
Cancel instead of only setting a flag checked between files
- UpdateInstaller: validate KB article format before building the
wusa.exe /uninstall command; fix extension whitelist check
- MsUpdate: set State before risky WUA calls so a mid-constructor
exception doesn't silently drop the update from persisted lists
- Program: guard against IndexOutOfRangeException when -online/-offline/
-onclose is the last CLI argument; escape re-launched process
arguments (embedded quotes) for runas/UAC-skip relaunch
- MainForm: run real close cleanup (SavePosition, event/logger
unsubscribe) on Exit instead of skipping it via unsubscribed handle

- MainForm: fix LastCheck/UIFont culture round-trip mismatches (could
apply a ~975pt font on comma-decimal locales)
- MainForm: split the "check overdue" and "new updates" balloon-tip
throttles so one no longer suppresses the other for 4 hours
- MainForm: revert chkNoUAC checkbox state when SkipUacEnable fails
- GPO: dispose RegistryKey handles across all methods; remove dead
showErr flag that suppressed service-stop error logging; guard the
ACL update after SetValue; fix unsafe cast and null-forgiving bug
Diagnostics:
- Replace silent Console.WriteLine(e.Message) catches with AppLog.Line
across GPO, WuAgent, UpdateInstaller and MsUpdate so failures are
visible in the app log instead of a console nobody sees
UI/message text:
- Fix grammar, punctuation and capitalization across dialogs, balloon
tips, tooltips and log messages
- Fix "Windows Update (0)" tab label inconsistent with sibling tabs
- Fix balloon format-string bug that inserted the full update title
list where an update count was expected
- Simplify wording ("required in order to" -> "required to"); clarify
"Include Superseded Updates" checkbox label
