Legacy frame interoperability and OnBlockDone fixes

Legacy frames no longer emit uncompressed blocks, which lz4 and the
Linux kernel reject, and the Reader accepts the larger compressed
blocks that lz4 -l writes. OnBlockDone reports each block once, with
its compressed size, before Close returns. cmd/lz4c installs with
go install github.com/pierrec/lz4/cmd/lz4c. The code is gofmt and
go fix clean for Go 1.22, and test data sources and licences are
documented.
