Makefile: say when skim is skipped because zig is not found
Cargo missing was reported ("Cargo not found – skipping Rust codecs"),
but without zig, skim was left out silently.
Bump lzbench version to 2.3 and update CHANGELOG
Add improvement/fix entries for changes since v2.2 (alias group
reorganization, FASTEST/SLOW aliases, CUDA disabled by default, BSC
big-block chunking, RISC-V build flags, platform fixes) and bump
PROGVERSION to 2.3.
