편의점 Mac 중계의 자체 분당·일일 제한이 사유 없는 429로 전달되어, Worker가 재시도 대기 시간을 판단하지 못했습니다. 검증된 자체 제한에만 한도 사유와 Retry-After를 전달하고 기존 한도와 원장을 유지합니다. CGV 복구 문서에 Tunnel의 4320 경로 규칙도 추가했습니다.
검증: 전체 check·build 통과, 테스트 3,242개 통과, Statements/Branches/Functions/Lines 커버리지 100%. 실제 편의점 70번째 요청의 분당 제한과 외부 오류의 헤더 위조 방지를 검증했습니다.
