The capability query carries a DA1 barrier behind the APC request, and is_response_complete ends the read at whichever reply lands first. When the terminal answers the query before the barrier -- the ordinary case on a terminal that supports graphics -- the barrier is still in flight when discard_pending polls with a zero timeout, so nothing is drained and the report surfaces as input at the shell prompt after we exit. Wait briefly for the barrier before discarding, but only when the APC reply came first. On the late-reply path the barrier is what ended the first read, so there is nothing left to wait for.
