[dawn] Simplify SerialProcessor interface

Remove AssumeCommandsComplete in favor of simply
UpdateCompletedSerialTo(kMaxExecutionSerial) which can be handled in a
more general way.

I think there could also be some conditions where this would make memory
get freed slightly sooner - immediately rather than waiting until the
next time the queue is flushed (if there is ever a condition that causes
a DeleteWhenUnused after the serial has already passed).

  - Import //build/strict_deps_failures.gni in .gn to define
    check_includes_strict_exceptions, which //build now expects to come from
    the dotfile (mirrors Chromium's .gn). Without it, `gn gen --check` fails.

[dawn][metal] ArgBufs: add FencedReferencer for texture views

In Metal, TextureViews can have their own MTLTextures. When we
useResource, we don't track these, only the parent MTLTextures. While
this shouldn't matter for residency (it's the same data), useResource
seems to *also* ref the view MTLTexture and otherwise the Metal
validation layer complains.

Instead of tracking TextureViews so we can call useResource on them,
introduce FencedDeleter to the Metal backend and use that to keep the
resources alive until the queue is done with them. This will be needed
anyway for manual hazard tracking (necessary for bindless, may also be
used for bindful).

Range Analysis: Support step > 1 in for-loops when index is increasing

This patch implements the computations of the range on the
loop control variable which is increasing with a constant
integer step that is greater than 1.

For example:

// Range of i is [2u, 6u]
for (var i = 2u; i <= 6u; i += 2u) {
  // ...
}

// Range of i is [2, 8]
for (var i = 2; i <= 10; i += 3) {
