Add a concat select removal optimization pass. This change introduces the ConcatSelectRemovalPass, which identifies concatenations of select-like nodes (Select, OneHotSelect, PrioritySelect) sharing the same selector and transforms them into a single select of concatenated inputs. This structure is generally better optimized by downstream hardware synthesis tools. The pass is integrated into the codegen pipeline and safely handles scheduled IR by ensuring only nodes in the same stage are merged.
