Summary

Adds the execution Worker and supervision logic that turns executor contracts into a recoverable process boundary. The Worker owns notices and progress for its accepted effects, while supervise manages worker lifetime and recovery without changing the Run’s durable state machine.

Design

A Worker receives an immutable Assignment, persists or reuses the record under its stable key, and runs the model or tool implementation behind that record. Dispatch is idempotent: a replayed key attaches to the existing logical execution instead of creating an unrelated effect. Worker-local generations identify re-dispatches, and progress frames carry generation and sequence so consumers can discard provisional output from an earlier attempt after a reset.

Terminal outcomes are written before settlement notices are published. Notices therefore remain hints to reread, not durable result copies. The Worker keeps its notice stream and bounded history with the worker instance, allowing a restarted process to expose a new epoch rather than pretending that old sequence numbers remain valid. Cancellation and abort follow separate paths: cancellation asks a live execution to stop, while abort closes a key so a late dispatch cannot start work after Run recovery has disposed it.

Supervision handles accepted work that outlives an in-process caller. It can recover orphaned records and attach a replacement execution where the contract permits, while preserving the distinction between an active attempt, a terminal readable record, and an unknown effect. No worker observation is promoted directly into Run facts; the Loop still settles outcomes through its command protocol.

This PR contains production Worker/supervision code; contract and conformance coverage is supplied by adjacent executor packages.
