SA5008's struct-tag parser stopped scanning at EOF when a quoted tag value had no closing quote, then returned the partial parse without an error. That silently omitted the malformed tag from validation. Return a parse error so SA5008 reports it as unparseable.
Static review and git diff --check only; no tests added or run per coordinator direction.
