The type-check job could not pass: no Node types, .ts import extensions, and a stub that did not match the host types. Adds a tsconfig that fits the scripts, a deliberately loose stub for the Claude Code host types (the real ones are generated by Claude Code and not committed), and dev dependencies with a lockfile. The job is no longer advisory.
