Summary

Cargo cannot set LTO per package, and the release profile also builds the CLI binaries of a GitHub release, so the Wasm package gets a profile of its own, wasm-release (release with lto = true and codegen-units = 1), which scripts/build-wasm-package.sh builds with. The release build of the CLI is unchanged.
The .wasm of the package goes from 1,309,317 to 1,186,394 bytes, and from 527,433 to 502,839 bytes gzipped. A clean build of the package takes about 22 s instead of 11 s.
scripts/build-wasm-package.sh is the only place that reads the path of the built .wasm; the workflows call the script. scripts/test-wasm-package.sh passes.
