Summary

jetdb does not read the forms and reports of Access 97, stored in another format, but form props and the like said form/report not found.
The library functions that read forms and reports now return a new error, FileError::Jet3FormsNotRead ("the forms and reports of Access 97 are not read"), for an Access 97 database; form props, form controls, form dump and macro embedded fail with it. form list keeps the convention for absent data: empty output, success.
jetdb-wasm gives it the new code NOT_SUPPORTED, in its ErrorCode type and docs/wasm (English and Japanese).
For the test data other than Access 97, the form commands give the same output and exit codes as before. docs/cli (English and Japanese) says the forms and reports of Access 97 are not read.
