Summary

The storage number of a DirData entry is the u16 before the closing 0x0000, which jetdb takes, as a decimal string, as the name of the storage of the form (storage.rs); the documents said it was the last character of the UTF-16LE name.
The English version now says, as the Japanese one did, that of code pages with as many matches the one tried first, that of the header first, is used (n > most in form.rs).
The Blob of Access 2002 and later starts with 14 00 14 00 or 15 00 14 00, not always 15 00: its first byte is the Version of SaveAsText, 20 or 21. Checked on the 557 forms and reports of the test data; in Sports.accdb all 116 agree with the Version = of their SaveAsText output.
docs/form-design.md and docs/form-design.ja.md are changed alike.
