Summary

The coverage was measured only by scripts/quality-check.sh on a local machine. Add a Coverage job to ci.yml that fetches the test data, so that no test that needs it is skipped, and measures the workspace with cargo llvm-cov, as the script does
Put the table of files in the summary of the run, and, for a pull request from this repository, in a comment on the pull request, found by its first line and updated on each push rather than added again. Only this job is given pull-requests: write
