[cpp] simplify mlspp overlay, add gcc 15 fix Removes the multiple portfile copies for mlspp in favour of a single portfile cpp/vcpkg-alts/overlay-ports/mlspp/portfile.cmake. Fixes a compilation error for mlspp on GCC 15 due to a -Wmaybe-uninitialized false positive by omitting the unused mls_ds and mls_vector from the mlspp compile. Updates the prepare-build/action.yaml cache key to point at the actual vcpkg_commit.txt and correctly glob the cpp/vcpkg-alts directory. Updates the wasm.yaml cache key to include the new shared overlay ports directory.
[cpp] idempotency for ratchets of same key domain Repeated installs of the same key ratchet could create multiple receive CryptorManager objects (with parallel replay windows). Adds an identifier for the key domain of IKeyRatchet so that decryptor installation of CryptorManager instances is idempotent.
[cpp] move windows GA config out of CMakeLists Removes setting of CMAKE_MSVC_RUNTIME_LIBRARY and CMAKE_WINDOWS_EXPORT_ALL_SYMBOLS from the CMakeLists.txt so that CMake users can define these however they want. CMAKE_WINDOWS_EXPORT_ALL_SYMBOLS is handled by the Makefile whereas CMAKE_MSVC_RUNTIME_LIBRARY is handled by the GitHub actions workflow.
