Use a variable or secret for the NuGet login username - #54

NuGet/login now uses vars.NUGET_USER when set, and secrets.NUGET_USER otherwise. The verified creator remains kzu. Co-authored-by: Daniel Cazzulino <daniel@cazzulino.com>

mainbecause thebuild-ubuntu-lateststatus check is required. It does not publish to nuget.org by itself. A pull request runs the build workflow, which can push the CI Sleet feed whenSLEET_CONNECTIONis set.
