Build with Ipopt 3.11 and fix debug files and solver tests Ipopt before 3.14 has no wall time status, which broke the build against Ubuntu's Ipopt 3.11. When the debug mode was enabled after setProblem(), no debug directory was created and the files were written to the root directory; HiGHS crashed since it does not check that the file was opened. solveProblem() now creates the directory, and HiGHS is not asked to write a file that cannot be opened. The external dual bound tests of Cbc and Gurobi used another MIP solver for their second solve.
