Restrict train.sh bare-metal path to Python 3.10

torch==1.13.1 and torchaudio==0.13.1 only ship cp310 wheels upstream, so
the python3.11 fallback was misleading users into a guaranteed pip
install failure. Removes the 3.11 branch, tightens existing-venv check,
documents the prereq in README.
