Undo unspecified/unwated changes to the report comment tooltip from 415f2cc

In/with 415f2cc, the tooltip (title) on customer-visible inputs was changed, without a real reason.

With the change, the tooltip is

Instead of just the `This project's comments are visible to the customer` hint we had before.

This doesn't really work (it's convoluted/not intuitive etc.), and therefore being undone with this commit.

Tornado has limits regarding the parsing of `application/x-www-form-urlencoded` request bodies (like the ones perfomed by/via django admin).

`tornado.httputil.ParseUrlEncodedConfig` defaults to a `max_arguments` of `1000`, which will break using django admin on large projects.

We set `max_arguments` to `settings.DATA_UPLOAD_MAX_NUMBER_FIELDS`, which is ~the same sort of check, but in django itself, to allow for configuration beyond 1000 params/fields.
