A new conversation with no asset in its scope now says chat has nothing to answer from and offers Import assets (plus Change scope when namespaces are picked) instead of suggesting questions nothing can answer. Description
Before: a new conversation on a fresh install (or scoped to an empty namespace) suggested "What topics came up most this month?", a question with nothing to answer from.
After: with no asset in its scope, chat says "Nothing to answer from yet" (or "Nothing in family yet") and offers Import assets, plus Change scope when namespaces are picked. Someone who can't import anywhere is told an editor or admin can. With assets, the suggested questions show as before.
Motivation and Context
The planned item "Empty states name the next step (empty chat suggests importing)" from the feature list. The empty graph and Library already offered Import; chat was the gap.
