web: providers page zones, settings nav, and a calmer palette finish

Closes out the Codex-plan UI batches plus the card-language pass:

- custom API page reorganizes into three labelled zones — account
channels, custom providers (with the multi-key form), provider presets
  — and presets gain search plus a 常用/全部 toggle instead of sixteen
tiles poured down one page; preset tiles adopt the shared card grammar
(name + host + one-line note, lift on hover, press feedback)
- settings gets an in-page group nav (7 anchored chips, click-to-scroll,
active group tracks the viewport); programmatic smooth scroll is
avoided — this WebView cancels it, so the jump is instant
- palette converges toward the restrained register: the main pane's
radial accent glow is gone, cards drop the 30px shadow for a hairline
+ 1px lift, the overview strip goes flat like every other card, model
  cards hover lighter
- announcements: v1.9.1 notice; README gains the panel-overhaul line

v1.9.0: selection polish, channel timestamps, headless groundwork

Selection (the model page's third batch):
- same-id copies across channels merge into ONE card listing every serving
channel; the primary is the copy a request would ride (probe-healthy
first). Two cards fighting over one hidden checkbox are gone.
- every model carries its own preferred thinking level: the rung clicked
on the card outranks the global default (resolveEffort: suffix >
declared > per-model pref > global), stored normalized, invalid values
fall through instead of breaking turns.
- the default model injected into agents is now a setting: the roster
honors it only while it actually carries the id, and the injection
fingerprint includes it so a change really re-injects.
- channel files stamp refreshedAt on every roster rewrite (toggles never
restamp): a disabled channel's file reads as its last-known roster, as
  of then.
- card blurbs expand on click and scroll internally instead of truncating.

Headless groundwork (the serviceable half of PR #108, re-implemented):
- /healthz answers like /health, unauthenticated, for supervisors
- ZEN_GATE_HEADLESS is the env form of -no-tray (0/false opt out)
- headless signal handling covers SIGTERM, so container stop and systemd
reach the flush path instead of the default kill

Announcements: v1.9.0 notice; README regains the Zen lane story and the
channel-files / model-page features; fresh models-page screenshot.

lane/workbuddy: add step-5-preview to the free roster while it is free

WorkBuddy lists step-5-preview at x0.00 credits under an official partnership window (2026-10-12 through 10-25, unlimited daily credits), so it joins the curated free roster: 1M context, 64K output, images, and the low/medium/high thinking rungs its own listing publishes. The step family is a plain OpenAI-compatible vendor, so the rung rides on reasoning_effort alone - no deepseek-style thinking switch.

The roster keeps its promise that every row is free: once the window closes the model bills the account's credits, so it leaves the roster instead of quietly spending a balance the user never agreed to spend.
