feat(quota): track the Fable weekly quota and price Opus 4.8 - #6

Collect Claude Code's separately counted Fable weekly limit as the seven-day-fable window, with cost and estimate limited to claude-fable-* requests. Add Opus 4.8 standard and fast-mode rates. Unify quota windows into one shared component. Desktop account rows now stack 5h / 7d / Fable as aligned one-line rows; mobile keeps cards. Also: abbreviated tooltip numbers, centered overview tabs, clearer waiting copy, a Claude demo account, and a viewport fix for stuck zoom. Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>
