Retry apt when the ubuntu mirror is mid-sync in the full image build
The Docker job of the master runs 35106265669 and 35122821615 failed
three times in a row while building the linux/arm64 layer of
image_full, twice with
E: Failed to fetch .../noble-security/universe/binary-arm64/Packages.gz
File has unexpected size (1618360 != 1618354). Mirror sync in progress?
and once with a 404 on libsqlite3-0_3.45.1-1ubuntu2.8_arm64.deb, which
the index the same mirror had just served still listed. Both are the
same ports.ubuntu.com mirror being out of sync with itself, and both
abort the whole image build - including the one the release workflow
runs on a tag.
Wrap apt-get update/install in apt_retry(), which drops the package
lists and refreshes them before trying again, up to five times.

WIP on dry_run: 54137c5 reduce integration test log noise
dump server log tail on waitResumeAssertion timeout in TestResumeOper… …ationsAfterRestart CI run 28648063649 failed the GCS restore step with only 'count=0 expected=10000' — the resumed restore error was visible only in /tmp/clickhouse-backup-resume-after-restart-server.log inside the container, which is not captured by CI. Dump its tail in the failure message, same as waitResumeServerInterruptedPoint already does.
