Saleem is payment infrastructure for institutions: from treasury to a basic phone, with or without a bank account. Any treasury. Any phone. In many countries, like the Levant and Pakistan, the phone reaches the person and the money does not. 593 million people use a mobile money wallet every month, yet one in four people receiving a government payment still collects it in cash, delivering humanitarian cash costs 17 cents of every dollar, and money from abroad arrives over a counter at 7 to 11 percent with no single record of the payment. How it works: licensed partners receive, convert to regulated stablecoins, hold and pay out. Saleem settles between licensed institutions, validates instructions, screens parties, routes payments, records each step and returns the reconciliation file. Recipients use USSD on a basic phone or an app; institutions use a console with two-person approval. Today: six client surfaces are built and demonstrable; the production backend, partner connections and security testing are pre-launch work. First corridors: the Levant and Pakistan from the Gulf. Bring us a programme, a payroll run, a trade lane or a corridor. We want pilot partners: agencies and ministries with cash to move, employers and importers paying across borders, and licensed banks, exchange houses and telcos that carry the last mile. Every pilot is reported in your measures: cost per dollar, time to recipient, first-time success, a record per payment, money lost, phones reached. No fee to sender or recipient; FX conversion applies where currencies convert, at the licensed partner's rate.     A busy two days this week took me to two very different kinds of treasury, in two countries. On Tuesday I was in Dubai at the Association of Corporate Treasurers Middle East Treasury Summit (METS). The world’s largest banks and asset managers were out in force, alongside CFOs and treasurers from some of the region’s biggest corporates and sovereign institutions. Digital money and tokenisation were firmly on the agenda. Somewhat amusingly, I even became one of the faces of HSBC’s tokenised money in a video with Finali Fernando. The Middle East Stablecoin Association - MESA had a strong presence on the stage, and we signed an MOU with ACT to deepen collaboration on digital assets. I’m very pleased with how this relationship has developed. Then on to the Dead Sea for the Jordan Fintech Festival where the treasuries on stage belonged to countries. The Central Bank of Jordan, the Central Bank of Syria, the Palestine Monetary Authority (PMA) and Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH were all represented on stage. The conversation covered government disbursements, aid, financial inclusion and rebuilding financial infrastructure. What struck me most was the openness to fintech innovation. Necessity is the mother of invention, and it was fascinating to hear how institutions working under hard constraints are building practical solutions. The UAE digital assets community was also there to support with stablecoin expertise, including Husam H. from DDSC Serena Sebastiani from Fuze Finance alongside Alaa Al Rousan,MBA from Swift . This was my first conference representing Saleem (سليم), which made it personally significant. It led to very productive conversations with people driving change at the Central Bank of Syria and the Palestine Monetary Authority, among others. It’s always good to spend time with fellow builders. Moataz Alobaid from Shaheen money, it was great spending time together and I wish you every success. Maha Al-Saadi, thank you for encouraging me to attend and for all your help. Great to see you twice in one week! My biggest takeaway was how tangible the problem Saleem is solving has become. At METS, a sovereign institution asked how its subsidiary could pay unbanked agricultural workers in Africa. At Jordan Fintech Festival, we heard how USSD payments can serve people in the West Bank using 2G and 3G networks, including those without smartphones. Both raise the same question: how do you move money to people the traditional financial system struggles to reach? The technology to do it exists today, and so does the need. If you control a treasury and handle cross-border flows from the Gulf into Syria, Lebanon, Jordan or Pakistan, I’d like to speak with you. That might mean aid disbursement, paying suppliers or moving funds between your own entities.     Stablecoins can cross a blockchain in seconds. Reaching the person they were meant to pay can still take days. That is the problem Saleem (سليم) wants to solve. The ADGM-registered, pre-launch platform is building institutional payment infrastructure designed to reach recipients through the phone already in their hands—even a basic handset, without requiring a bank account or mobile data. The model recalls an important lesson from M-Pesa: digital money becomes transformative only when the distribution network makes it accessible. Saleem is not issuing another token or asking every recipient to open a new wallet. It aims to sit above existing operator and bank wallets, coordinating routing, screening, records and reconciliation, while licensed partners perform the regulated activities. The difficult part still lies ahead: production integrations, regulatory permissions, liquidity, security testing and the first live pilots. Stablecoins may have solved much of the transfer.     So its time to tell you what I've been up to (apart from Middle East Stablecoin Association - MESA. and Digital Money Association work). I've been in stablecoins for nearly five years. I've seen them mature and seen them transform financial services. They are truly a payment innovation and for years cross-border remittance has been called the product-market fit. That has nagged me for years. They are easy to send but hard to receive where people most need them. The people who needed this better money most had no means to access it. Many can't afford smartphones let alone the data, and many are unbanked: hundreds of millions of people across MENA and South Asia, all served by the worst rails: slow, expensive, and with no record of where the money went. How can we help them and the governments, aid agencies and corporates that want to pay them especially in countries rebuilding like Syria? So earlier this year, after a conversation during Ramadan, I started building a solution with Faris Sibai. It's called Saleem (سليم). I know how regulated digital money is issued, held and settled. Faris knows how a product is positioned and distributed in the markets where access is the problem. The rail needs both. Saleem is payment infrastructure for institutions. An aid agency, a ministry, an employer or a bank pays from its treasury; the money lands on the phone the recipient already has, a basic handset included, with or without a bank account. We have spent this year building rather than talking. The platform is built and demonstrable, pre-launch. We are developing our first corridors, the Levant and Pakistan from the Gulf, working through licensed and distribution partnerships, and beginning conversations around our first external funding round.     I’ve kept one part of my working life fairly quiet this year. Since January, alongside my role at Animotion Media Group, I’ve been building a fintech company with my co-founder, Ramy S.. It’s called Saleem . The idea started with a fairly simple question: What happens to digital finance when you stop assuming everyone has a bank account, a smartphone and reliable mobile data? For hundreds of millions of people, particularly across MENA and South Asia, those assumptions still exclude them from much of the financial system. Saleem is our answer. We’re building stablecoin payment infrastructure designed to extend digital financial access beyond the smartphone. One wallet across feature phones and smartphones, connecting individuals, merchants and institutions through the same infrastructure. Ramy brings deep experience across stablecoins, capital markets and regulated financial services. My role as Co-Founder & CMO sits around the other side of the equation: positioning, go-to-market, distribution, commercial partnerships and taking the proposition into markets where access remains a real problem. We’ve deliberately spent more time building than talking. The platform is now built and demo-ready. We’re developing our first market corridors, working through institutional and distribution partnerships, and beginning conversations around our first external funding round. So it feels like the right time to stop calling it the thing I’m working on quietly and start calling it by its name. Saleem (سليم) Safe. Sound. Delivered. There is much more to come.
