Ramy S. shared thisA busy two days this week took me to two very different kinds of treasury, in two countries. On Tuesday I was in Dubai at the Association of Corporate Treasurers Middle East Treasury Summit (METS). The world’s largest banks and asset managers were out in force, alongside CFOs and treasurers from some of the region’s biggest corporates and sovereign institutions. Digital money and tokenisation were firmly on the agenda. Somewhat amusingly, I even became one of the faces of HSBC’s tokenised money in a video with Finali Fernando. The Middle East Stablecoin Association - MESA had a strong presence on the stage, and we signed an MOU with ACT to deepen collaboration on digital assets. I’m very pleased with how this relationship has developed. Then on to the Dead Sea for the Jordan Fintech Festival where the treasuries on stage belonged to countries. The Central Bank of Jordan, the Central Bank of Syria, the Palestine Monetary Authority (PMA) and Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH were all represented on stage. The conversation covered government disbursements, aid, financial inclusion and rebuilding financial infrastructure. What struck me most was the openness to fintech innovation. Necessity is the mother of invention, and it was fascinating to hear how institutions working under hard constraints are building practical solutions. The UAE digital assets community was also there to support with stablecoin expertise, including Husam H. from DDSC Serena Sebastiani from Fuze Finance alongside Alaa Al Rousan,MBA from Swift . This was my first conference representing Saleem (سليم), which made it personally significant. It led to very productive conversations with people driving change at the Central Bank of Syria and the Palestine Monetary Authority, among others. It’s always good to spend time with fellow builders. Moataz Alobaid from Shaheen money, it was great spending time together and I wish you every success. Maha Al-Saadi, thank you for encouraging me to attend and for all your help. Great to see you twice in one week! My biggest takeaway was how tangible the problem Saleem is solving has become. At METS, a sovereign institution asked how its subsidiary could pay unbanked agricultural workers in Africa. At Jordan Fintech Festival, we heard how USSD payments can serve people in the West Bank using 2G and 3G networks, including those without smartphones. Both raise the same question: how do you move money to people the traditional financial system struggles to reach? The technology to do it exists today, and so does the need. If you control a treasury and handle cross-border flows from the Gulf into Syria, Lebanon, Jordan or Pakistan, I’d like to speak with you. That might mean aid disbursement, paying suppliers or moving funds between your own entities. Reaching the person they were meant to pay can still take days. That is the problem Saleem (سليم) wants to solve. The ADGM-registered, pre-launch platform is building institutional payment infrastructure designed to reach recipients through the phone already in their hands—even a basic handset, without requiring a bank account or mobile data. The model recalls an important lesson from M-Pesa: digital money becomes transformative only when the distribution network makes it accessible. Saleem is not issuing another token or asking every recipient to open a new wallet. It aims to sit above existing operator and bank wallets, coordinating routing, screening, records and reconciliation, while licensed partners perform the regulated activities. The difficult part still lies ahead: production integrations, regulatory permissions, liquidity, security testing and the first live pilots. Stablecoins may have solved much of the transfer. Ramy S. shared thisSo its time to tell you what I've been up to (apart from Middle East Stablecoin Association - MESA. and Digital Money Association work). I've been in stablecoins for nearly five years. I've seen them mature and seen them transform financial services. They are truly a payment innovation and for years cross-border remittance has been called the product-market fit. That has nagged me for years. They are easy to send but hard to receive where people most need them. The people who needed this better money most had no means to access it. Many can't afford smartphones let alone the data, and many are unbanked: hundreds of millions of people across MENA and South Asia, all served by the worst rails: slow, expensive, and with no record of where the money went. How can we help them and the governments, aid agencies and corporates that want to pay them especially in countries rebuilding like Syria? So earlier this year, after a conversation during Ramadan, I started building a solution with Faris Sibai. It's called Saleem (سليم). I know how regulated digital money is issued, held and settled. Faris knows how a product is positioned and distributed in the markets where access is the problem. The rail needs both. Saleem is payment infrastructure for institutions. An aid agency, a ministry, an employer or a bank pays from its treasury; the money lands on the phone the recipient already has, a basic handset included, with or without a bank account. We have spent this year building rather than talking. The platform is built and demonstrable, pre-launch. We are developing our first corridors, the Levant and Pakistan from the Gulf, working through licensed and distribution partnerships, and beginning conversations around our first external funding round. We are part of the Stellar Development Foundation x CV Labs Accelerator, cohort 2026 and look forward to presenting at the Meridian conference in Lisbon next month. CEO Zach Walsh told Cointelegraph it is the company's first priced round; no valuation was disclosed. Founded in 2022 in New York by Walsh and COO Mohamed Afifi, HIFI runs an API platform that moves money between bank rails, cards and stablecoins through one integration, and settles the cash side of tokenised repo and Treasury trades in dollars. The platform processes over $7 billion in annualised volume, has onboarded more than 10,000 businesses and 200,000 end users, and pays out in 87 countries. Customers include Sumitomo, Dapper and Arival Bank. HIFI took part in DTCC's July production trades with tokenised assets and this month partnered with Visa on stablecoin-funded payouts to Visa cards. The round funds tokenised capital markets infrastructure, stablecoin payments and card products. Full announcement linked in the first comment.

Ramy S. liked thisRamy S. liked thisAnother week. Another serious institution discovering that stablecoins are not really a “crypto” story anymore. This time it is the World Trade Organization Its new paper, Stablecoins and World Trade: Emerging Role, Opportunities and Challenges, is worth reading because it looks at stablecoins through the lens that matters most to me: trade. And the conclusions are surprisingly sensible. Stablecoins can potentially make cross-border payments faster, more transparent and cheaper, particularly where correspondent banking chains are long, expensive or simply disappearing. The WTO notes that active correspondent banking relationships fell by around 30% between 2011 and 2022. In some regions the decline was much sharper. That matters enormously for SMEs and developing economies. If moving $5,000 across a border requires three banks, two FX conversions, several compliance checks and two days of uncertainty, the technology underneath the payment is not an academic question. It is economic infrastructure. But the WTO also makes an important distinction which often disappears in the stablecoin enthusiasm. Payment is not trade finance. A stablecoin can move the money. It does not automatically provide the letter of credit, working capital, guarantee, insurance, documentary control or risk mitigation that international trade frequently requires. Quite right. The paper also highlights something we have been discussing repeatedly at the Middle East Stablecoin Association. The biggest problem is increasingly not whether the technology works. It does. The problem is whether the entire ecosystem works together. A stablecoin has to interact with banks, payment systems, wallets, digital identity, electronic trade documents, treasury systems, FX markets, custody providers and regulatory frameworks across several jurisdictions. Otherwise we have simply invented another shiny technological island. And there is a further warning. More than 97% of fiat-backed stablecoins are dollar-pegged. For some developing economies that creates genuine questions around currency substitution, monetary sovereignty and unintended dollarisation. So I increasingly think the question “Will stablecoins win?” is the wrong question. The future of money will almost certainly contain stablecoins, tokenised deposits, CBDCs, conventional bank money and other forms of digital value. The important question is: Can we make all of them legal, regulated, interoperable and sufficiently frictionless that businesses stop caring which rail the money travelled on? That is precisely where MESA is increasingly focusing its work. Not promoting one form of money over another. Building the plumbing so that the money can actually move. And thank you, Mohit, for hiking several kilometres to bring it to me personally. That is friendship measured not just in steps, but in mangoes. This has been a difficult mango season. War, disrupted supply chains, rising freight costs, duties, cultivation challenges and inconsistent yields have all taken their toll. Many of the mangoes reaching us in the UAE have been sour and disappointing. I had almost given up on properly enjoying the season. Then I cut open one of these Chausa mangoes. It was extraordinary. Soft, fragrant, wonderfully juicy and quite possibly the sweetest mango I have ever eaten. The kind of mango that makes eating neatly completely irrelevant. Naturally, I had to read more about Chausa. One popular story connects its name to the Battle of Chausa in 1539, where Sher Shah Suri defeated the Mughal emperor Humayun. Legend has it that Sher Shah admired this mango so much that it came to be associated with the place of his victory. Another account traces the variety to a chance seedling grown in Sandila, in Uttar Pradesh, before it became one of North India’s best-loved late-season mangoes. As with many old food traditions, history and folklore have ripened together. Chausa is also known for inconsistent bearing, with its yield shaped by weather, cultivation conditions and the natural rhythm of the tree. That makes receiving such a perfect box during a difficult season feel even more special. A mango is never just a mango. It carries agriculture, climate, trade, logistics, memory, friendship and history within it. And sometimes, even the defeat of a Mughal emperor. Thank you again, Rizwan and Mohit. This box conquered me far more successfully than Sher Shah conquered Humayun. 🥭

So already in Cambridge for other tech events, I of course had to stop by. It was a chance to also catch up with Abdul Rafay Gadit, Co-Founder of ZIG Finance - in from Dubai to begin exploring more collaboration. I learned more about #Islamicfinance, #Shariah compliance & broader innovation in #fintech. For people of all religions, cultures and backgrounds - #blockchain, #AI and #emergingtech can empower greater access to financial products & improve monetary access for daily life. Tether uses EQIBank, a Caribbean-based bank, to process wire transfers from clients for buying and selling USDT stablecoins, according to sources. EQIBank currently has 80% of its assets -- $90 million --- seized by the U.S. because it kept the funds at an obscure company in California that allegedly misrepresented itself to open accounts at JPMorgan, Citi and Wells Fargo. Tether said its assets held at the bank, EQIBank, are limited and represent less than 0.034% of its assets. The incident shows Tether still relies on a web of sometimes unstable intermediaries to facilitate transactions, due to challenges it has faced opening accounts directly at major U.S. banks.
