Eamonn led GMCA and Greater Manchester Fire and Rescue Service (GMFRS) from 2017, and TfGM from 2019, through the defining years of English devolution. Under his leadership both GMCA and TfGM became trailblazers for devolution, unlocking new powers and responsibilities for Greater Manchester, and taking buses back under public control for the first time in 40 years. Laura Shoaf, CBE شارك ذلكI'm thrilled to have been appointed to the DfT Operator Board to continue in my role as passenger champion, as we create solid foundations for the next stage of #railreform. I'm very proud of the work that SGBR has undertaken to help deliver change, reduce waste and put the interests of #passengers at the heart of decision‑making. Undoubtedly we have improved ways of collaborative working and created the blueprint for how #GBR will operate in the future. This framework is already taking shape, with #integrated leadership in place bringing together track and train — for example, in the South East and East Anglia – and positioning us strongly for the creation of GBR in 2027. I now look forward to SGBR moving into a new phase as I join the DFTO Board this week, alongside the brilliant Tony Poulter and Charles Donald. Ben has successfully led the West Yorkshire Combined Authority for a decade - during which he secured the region’s devolution deal and established the organisation as a leading Mayoral Strategic Authority. “Under Ben’s leadership, the Combined Authority has worked with partners to deliver thousands of new homes, new railway stations, and put us on track to deliver our new franchised Weaver Network buses,” the Mayor said. “His dedication and commitment as a public servant are second to none, and I wish him well in his future endeavours.” Outgoing Chief Executive Ben Still said: “After a decade working for the Combined Authority, I’ve been searching for a fresh challenge and am really pleased to be joining Thames Freeport, a public-private partnership, working with the key London ports, local and regional authorities in Essex and London to drive economic growth and regeneration in some of the most deprived areas of the Thames estuary “West Yorkshire is a truly fantastic place to live, work and raise a family. Laura Shoaf, CBE أضاف إعجابًا إلى ذلكToday formally marks the end of a period of three years with West Midlands Rail Executive and the West Midlands Combined Authority, bringing to a close a hugely rewarding chapter of my career. Earlier this year, I made the decision that the time was right for me to step away and begin a new chapter. Looking back, I am enormously proud of what we have achieved together and grateful for the opportunity I've had to play a part in improving rail across the West Midlands. A particular thank you must go to Anne Shaw, OBE FCIHT for bringing me to the West Midlands in the first place and giving me that opportunity. I've had the privilege of working with some exceptional people across WMRE, Transport for West Midlands and the wider WMCA, as well as with colleagues across local government, the Department for Transport and the rail industry. So much of what we have achieved has come through those partnerships and a shared determination to make things better for passengers and the communities we serve. There are far too many people to thank individually, but I hope those I've worked with know how much I've valued their support, challenge, friendship and commitment along the way. Most importantly, a very special thank you to the amazing WMRE team. It has been an absolute privilege to lead you and I am immensely proud of what we've achieved together. I'm delighted that the team is now in the very capable hands of Tom Painter on an interim basis while the process to appoint my successor continues. I wish Tom and the whole team every success for the future. I've been rather quieter than usual recently. My immediate priority has been recovering from unexpected major surgery, and that recovery will continue to take a little time. It has unfortunately meant that I haven't yet been able to get back to the West Midlands to see everyone and say a proper goodbye. I fully intend to put that right soon. I'd also like to thank everyone who has taken the time to get in touch and wish me well over recent weeks. Your messages have been hugely appreciated. As my recovery progresses, I'm looking forward to getting out and about again during the autumn. There are already some dates appearing in the diary, including opportunities to return to projects and initiatives that have meant a great deal to me. As for what comes next, there will be more to say about that when the time is right. For now, I'm concentrating on getting properly well again and looking forward to reconnecting with friends and colleagues over the coming months. So, as this chapter formally closes, thank you to everyone. I’ve made some wonderful friends, worked with some brilliant people and have many memories that I'll take with me. It's been quite a journey — and I'm looking forward to the next one. 🚆

From business case to timetabling to design, delivery and operations. It has enabled many people to catch rail services for quicker greener journeys for the first time in about 80 years when services were ceased. All part of an integrated transport system enabling sustainable growth, social inclusion, environmental outcomes. Connecting with other rail services nationally and local bus networks. I came in at the middle and left just before the end after construction was mostly complete. Driving and supporting delivery in some difficult scenarios including Covid and construction inflation impacts, changing regulations requiring increased scope and budget, contractors going out of business and putting in place a new contractor. There is so much more that the amazing team delivering the project had to navigate, not least the pressure politically and publicly. These are long terms assets for years to come and will serve communities admirably

The Right Honourable Andy Burnham MP was visiting the region to coincide with announcements regarding the removal of the time restriction on the use of disabled people’s concessionary bus passes, and the approval by the WMCA Board of the acquisition of National Express West Midlands’ bus operations, and I was fortunate enough to be given the opportunity to meet him at Wolverhampton Bus Station. It’s certainly an exciting time for bus, and for the West Midlands!

A huge THANK YOU to the project team and all colleagues who have contributed to this achievement. As we closed the door to the old OCC, we reflected on the former heart of our operation. Now we look forward to our new state of the art OCC designed to manage our growing network. A special thank you you to Christopher W. This pride in service is what it’s all about.

Previously, disabled people could only use their bus pass after 9.30am on weekdays, unfairly restricting access to work, education, or appointments in the morning. I left in 1996 very excited about joining the Cabinet Office and the Civil Service. 30 years ago, I’d have laughed at the notion that the second office of the Prime Minister was being guarded by armed police on the left of this photo, and that said Prime Minister would have moved from being the Mayor of Greater Manchester and taken trusted staff with him, with a commitment to change the ludicrously centralised system that I was about to enter. This isn’t a political point, it’s a professional one about systems and place making. We can fix the things that so obviously aren’t working. Everyone trying to do so deserves active support, patience and commitment. Whether this amount of sun in Mancunia is a negative impact of climate change or a welcome omen of succes is for another day.

This links closely to the growing conversation around “vision-led” transport planning being discussed across the sector — including in the Planning Podcast shared here. The shift is significant. Instead of predicting traffic growth and designing around it, vision-led planning starts with the outcomes we want — safer streets, mode shift, better public transport — and designs transport to deliver that. That has real implications for buses: • network planning shaped around accessibility • reduced car dependency assumptions • stronger integration with land-use planning • safety designed into networks from the outset • public transport treated as core infrastructure But this also raises important questions — particularly around how safety, operational realities, and driver working conditions are factored into those “visions”. If vision-led planning is going to work in practice, bus operations and real-world safety data must be part of the conversation from the beginning — not added later.
