So what are the use cases for background-repeat: extend? Why is it
worth adding? It seems to add new ways of doing things that authors
can already do [1], but I don't see why those new ways are clearer
or easier to use than the old ways to be worth the complexity both
for implementors and for authors trying to understand each others'
CSS.

[1] Under the assumption that authors of CSS are capable of changing
the images they're using for backgrounds, which I think is a
reasonable one, given that we're talking about the people
writing the background styles in the CSS.
