In the section 3.1, the specification says:

The syntax for the @namespace rule is as follows
(using the notation from the Grammar appendix of
CSS2.1 [CSS21]):

It is a normative reference to CSS 2.1, it would be good to add a link to the Grammar section of CSS 2.1, something like:
<a href="http://www.w3.org/TR/CSS21/grammar.html">Grammar appendix of CSS 2.1</a> [CSS21]
