Allow Client.json to be created if not found by DB Source and Fix DB Fallback / .json issues

If for some reason client.json is deleted even on db implementation this causes errors.

Also need to fix fallbacks for the db and make sure the db does not go via the log_file by default

Also fix log file traversal so that only directories with client/project.json used.
