The goal of this milestone is to design a solution to several issues related to inflation and staking, as exhibited by Arthur on Tezos Agora and other places. Implementation will happen in other milestones resulting from the subprojects split up.

It will very likely look like the Adaptive Inflation feature as described by Arthur in a design doc proposal.
