CI: [oc.build_kernels] fail on protected branches

Fix is to temporarily revert !20210 (merged).

Indeed, with !20210 (merged), gcloud is used for authenticated connections with the protected sccache gcs bucket.

And some images used in CI jobs (at least rust-toolchain) do not have it installed yet.
