Manifest: Update the opam-repo hashes automatically

Add a mechanism in the manifest to update the opam-repo hashes automatically.

The CI file and the version.sh script would be partially generated by the manifest that will be considered as the sourrce of truth for the hashed.

In addition, we could use such a mechanism for constraints (such as OCaml version).
