Provide automatic staking/unstaking tools to bakers

We would like to modify the baker so that staking and unstaking operations happen automatically for bakers so that a certain percent of their total balance remains frozen. Until Nairobi, this amount was 10%, with a parametrizable maximum (set-deposit-limit). The goal is to have some similar functionality with O+, which require manual staking from bakers.

Edit: it was decided to re-implement an auto-freeze with a similar behavior as before, inside the protocol
