EVM on Wasm: EIP-2718 Typed transaction envelope

EIP-2718 introduced typed transactions: the first byte of the encoded transactions indicates the transaction's type.

The current RLP decoding only concerns Legacy transaction EthereumTransactionCommon. The switch from an had oc rlp decoding to one using the rlp crate started with just legacy. This issue concerns the more generic EthereumTransaction.

Only makes sense when combined with typed transactions, such as EIP-2930 or EIP-1559
