Consider allowing non-zero tez as part of ticket transfer from implicit account

The rationale is to make the behaviour more consistent across all combination of transferring tickets. Currently we have:

1. Implict -> Implict (no tez allowed)
2. Implict -> Originated (no tez allowed)
3. Originated -> Implicit (tez allowed)
4. Originated -> Originated (Tez allowed)
