Revelations marked as backtraked or skipped are actually applied

When a failure happens in a batch operation, operations before are marked as "backtracked" while operations after are marked as "skipped". However, since the context returned comes from after "precheck_" and before "apply_", revelation operations are actually applied, even if they are marked as backtracked or skipped.
