SCORU: Allow filtering on zero-amount tickets in ticket-scanning
For filtering out zero-amount tickets in L1 to L2 and L2 to L1 we can extend Ticket_scanner.ticket_of_value and associated functions with a flag allow_zero_amount_tickets.
