[DAL]: Choose a representation for the commitment for data-availibility contained in endorsement operations

The commitment of an endorser for the DAL is part of an endorsement operation. The naive encoding for this is 256 bit by endorsement. This overloading can be reduced if we consider a normal usage of the DAL makes slots available.

We should decide which representation we wants to give and whether the current one needs to be optimised.
