Create genesis commitment during origination

Acceptance: During SCORU origination, a genesis commitment including the intial state hash is created and cemented.

• The boot sector must fit into in L1 operation (the origination operation) - max 32 kbB
• At origination time we create a special genesis commitment- The genesis commitment has a parent of 0x0, consumes 0 messages, takes 0 ticks
• The genesis commitment contains a hash of the initial state, as computed by PVM.intial_state.- This genesis commitment is immediately cemented (and so is non-refutable).
