DAC frame encoding

DAC data should be chunked into pages of 4 Kb each.

Content pages:

• 1 byte for the version, followed by
• 4 bytes for the length of the page, followed by
• 4 bytes for raw contents

Pointer pages:

• 1 byte for the version
• 4 bytes for the length of the page,
• list of hashes of other pages
