Doc: Restructure precheck plugin documentation

Follows up from !5490 (merged).

Starting with !6070 (merged) the precheck mempool plugin relies on validate rather than a stand alone definition of precheck. Thus the entry for the Precheck plugin is obsolete, and the documentation for the plugin should point to the validation instead.
