Add "Announcement" support

Problem to solve

Display and notify users for other things that Incidents and Maintenances

Proposal

Create a new categorie named "Announcement" :

  • Defined by a begin and end window
  • Attached to a Scope and Service
  • Add support for tags
  • Add levels : LOW, MEDIUM, HIGH
  • Notification by mail
  • Should support RSS if done after #164
