CONTRIBUTING.md seems incomplete

Would it be possible to provide more detailed information regarding contribution guidelines? The current contribution guidelines seem incomplete with several empty links.

For example, "Your First Code Contribution" and "Pull Requests" are both listed in the table of contents. However, they both simply link back to the same page, and there are no corresponding sections for these topics. It would be helpful if this information was added so that there were clear guidelines for contributing code and merge requests.
